Inc. – Developed third party products and services for
software vendor and then restructured the implementation
consulting process.
- Senior Consultant with Misys and Health &
Hospital Corporation to develop an Electronic Health
Record across all seven of the HHC behavioral health
systems.
- Partner and Project Manager Robert Wood
Johnson/Resources for Recovery grant with Alabama
Department of Mental Health. Developed the initial
design and then oversaw the procurement and
implementation of a statewide SASD/MRDD information
system.
- HIPAA Expert/Technical Advisor for Privacy,
Security and EDI in multiple states including Ohio,
Washington, DC, New Hampshire, New Mexico, New York.
- Member of Receiver’s Transition Team for DC
Commission on Mental Health Services. Led to the
Formation of current DCDMH including the now independent
CSA (Community Service Administration). Functioned as
both the CIO and CFO during this very difficult
transition process that led to the successful return of
the Mental Health system to the District of Columbia.
- Project Manager Ohio Department of Mental Health
– created the initial design of the MACSIS project,
managed the procurement process and then led a statewide
implementation of management information system for two
state departments (ODMH and ODADAS) and for over 30
local county ADAMH Boards. This project was a single
payer system for mental health and substance abuse
services, including both Medicaid and other public funds
that affected over 500 provider agencies statewide.
- National Implementation Manager for
Hewlett-Packard HCP Division – was charter member of
this division within HP Medical Services that designed,
developed and then implemented a comprehensive hospital
information system covering over 20 modules that
included Clinical Orders, Ancillary services and all
Financial Management systems.
- Consultant to State of Connecticut,
Department of Mental Health. Defined, selected, and
implemented an online real time, statewide Clinical
Information System for nine DMH Hospitals.

Uni/Care Systems, Sarasota, Florida
Vice President Business Development/Professional
Services —Developed third party relationships to
bring new products and services to UNI/CARE customers and
then to reengineer the implementation processes to focus on
the challenges of change management of electronic health
records.
Ohio Department of Mental Health/Alcohol and Drug
Addiction Services, Columbus, Ohio
Project Manager – Designed and implemented a
statewide Managed Care Information System (MACSIS). System
allows department to manage the entire mental health and
addiction services delivery system as a managed care entity.
Engagement included assisting the department in development
of the RFP, selecting the vendor and project management of
the implementation.
HIPAA Project director — ODMH/ODADAS including
training responsibility for 9 hospitals, 12 community
providers/organizations, Central Office staff and MACSIS
project. Covered all aspects of Privacy, Security and
Transactions relating to HIPAA compliance.
Department of Mental Health, District of Columbia
Project Manager/Interim CFO/Interim CFO/Transition
Team – This very intensive project involved being
part of an interim management team under the direction of a
Federal Receiver to address gross operational issues at what
then was known as the Commission on Mental Health Services (CMHS).
As interim CIO and then CFO was responsible for major
redesign of the system and transition of business operations
to a new business model. Core to the system redesign was the
implementation of several information systems.
Middlesex Hospital, Middletown, Connecticut
Consultant — Provided services to Business
Services Department and Finance Department. Assisted
hospital to recover from system conversion. Worked with
business Service Department to redesign AR system and
implement an AR recovery project. Middlesex Hospital became
#1 AR hospital in Connecticut. Designed, developed, and
implemented all GL financial statements and reports for
Finance Department. Assisted in the design and
implementation of all financial systems.
Middlesex Hospital, Middletown, Connecticut
Director of Information Services – Facility
Management Contract--Managed all information services
operations including fully integrated Gerber Alley’s The
Precision Alternative, 200+ node Macintosh network, multiple
Novell networks, a TCP/IP WAN, and 50 IBM PCs. Developed
long-range IT Strategic plan, developed PC networks and
implemented a clinical Order Management system. Developed an
Executive Information System (EIS) that was extensively used
by senior management. Managed RFP selection process for
numerous systems including Lab and Radiology.
State of Connecticut, Department of Mental Health,
Hartford, Connecticut
Senior Consultant – Maintained client from
initial engagement to review needs, through full
implementation of all nine DMH facilities. Helped author two
successful MHSIP grant applications. Member of the MIS
Steering Committee throughout engagement. Re-engaged to
develop MIS Strategic plan for Managed Care and to develop
MIS components of an ASO RFP.

Hewlett Packard Co., Andover, MA
National Implementation Support Manager –
Responsible for all implementation and support activities
for clients using the HP version of the Gerber- Alley
system. Directly involved in the signing and implementation
of all the original clients. Played a strategic role in the
design and development of the product and developed the
implementation process for the Division. Worked closely with
the Hewlett-Packard field organization throughout the United
States.
Union Hospital, Lynn, MA
Controller – Responsible for all financial and
computer operations at this progressive, acute care, 250 bed
institution. Directed the hospital’s recovery from a poor
computer conversion and then implemented numerous new
systems. Developed a departmental reporting system, a
flexible budgeting system, and implemented an earned time
benefit program. Developed and successfully completed two
major C.O.N. projects.
Pleasant Valley Hospital, Camarillo, CA
Chief Financial Officer – Responsible for the
design and implementation of all financial and computer
operations at this newly built 60 bed, acute care hospital.
Reported to the CEO and presented financial reports to the
Board of Directors. Implemented an advanced clinical order
communications system using OCR technology. Was able to lead
this District Hospital into profitability and ended all tax
support within the first four years of operations. The
hospital was reorganized as a 501-c-3 and ceased all taxes.
