UNI/CARE Systems Inc. Sarasota,
FL
Senior Vice President and Vice President of Business
Development – Provided management consulting and
operational management of this progressive human
services software company.
Expanded the product portfolio by recruiting in several
value added companies and then oversaw the
implementation and consulting services for this EHR and
PM enterprise software company. As SVP, focused on
strategic direction for future software development and
services including next generation development based on
MITA and Web Services using Microsoft CRM and Case
Management 360. Actively involved in HIMSS, EHRA, SATVA,
NCCBH and CCHIT activities as well as management
oversight of strategic accounts, such as the TOPAZ
Project in Texas that involved working with Harris
County (Houston) and Tarrant County (Ft. Worth) MHMRA
Centers as well as with several state agencies around
HIE topics for future development of the TOPAZ Project.
Ohio Department of Mental Health, Columbus, OH
Project Manager - HIPAA Project director ODMH
including training responsibility for 9 hospitals, 12
community providers/organizations, Central Office staff
and MACSIS. Actively engaged by ODMH to design and
implement a statewide Managed Care Information System (MACSIS).
System allows department to manage the entire mental
health and addiction services delivery system as a
managed care entity. Engagement included assisting the
department in development of the RFP, selecting the
vendor and project management of the implementation.
District of Columbia, Department of Mental Health
Project Manager/Interim CFO/Interim CFO/Transition Team
– This very intensive project involved being part of an
interim management team under the direction of a Federal
Receiver to address gross operational issues at what
then was known as the Commission on Mental Health
Services (CMHS). As interim CIO and CFO was responsible
for major redesign of the system and transition of
business operations to a new business model. Core to the
system redesign was the implementation of several
information systems. Involved for almost two years
before transitioning to new management team and
transition the system back to the District of Columbia.
Middlesex Hospital, Middletown, CT
Consultant - Consultant to Business Services
Department and Finance Department. Helped hospital
recover from system conversion. Worked with business
Service Department to redesign AR system and implement
an AR recovery project. Middlesex Hospital became #1 AR
hospital in Connecticut. Designed, developed, and
implemental all GL financial statements and reports for
Finance Department. Assisted in the design and
implementation of all financial systems.
Middlesex Hospital, Middletown, CT
Director of Information Services-Facility Management
Contract - Managed all computer operations including
fully integrated First Data corporation’s Hospital
Information System, 200 node Macintosh network, multiple
Novell networks, a TCP/IP WAN, and 50 IBM PCs. Developed
long-range plan, developed PC networks and implemented a
clinical Order Management system. Developed Executive
Information System (EIS). Managed RFP selection process
for numerous systems including Lab and Radiology.
State of Connecticut, Department of Mental Health,
Hartford, CT
Senior Consultant - Maintained this client from
initial engagement to review needs, through full
implementation of all nine DMH facilities. Helped author
two successful MHSIP grant applications. Member of the
MIS Steering Committee throughout engagement. Recently
engaged to develop MIS Strategic plan for Managed Care
and to develop MIS components of an ASO RFP.

Hewlett Packard Co., Andover,
MA
National Implementation Support Manager -
Responsible for all implementation and support
activities for clients using the HP version of the
Gerber-Alley system. Directly involved in the signing
and implementation of all the original clients. Played a
strategic role in the design and development of the
product and developed the implementation process for the
Division. Worked closely with the field organization
throughout the United States.
Union Hospital, Lynn, MA
Controller - Responsible for all financial and
computer operations at this progressive, acute care, 250
bed institution. Directed the hospital’s recovery from a
poor computer conversion and then implemented numerous
new systems. Developed a departmental reporting system,
a flexible budgeting system, and implemented an earned
time benefit program. Developed and successfully
completed two major C.O.N. projects.
Pleasant Valley Hospital, Camarillo, CA
Chief Financial Officer - Responsible for the design
and implementation of all financial and computer
operations at this newly built 60 bed, acute care
hospital. Reported to the CEO and presented financial
reports to the Board of Directors. Implemented an
advanced clinical order communications system using OCR
technology, the first of its kind.
