Developmental Disabilities
Consulting engagement to assess and assist with the
short term and long range information system design.
Conducted a detailed evaluation of the HCSIS (PA) system
for applicability in the State of Ohio. Engaged then to
work with community stakeholders to envision a new
system design, write the requirement specifications and
assist in the procurement process.
Alabama Department of Mental Health/Mental
Retardation, Montgomery, Alabama
Consultant–implementation of Robert Wood Johnson
Foundation Resources for Recovery dual substance
abuse/mental retardation system selection and
implementation project. Provided implementation support
for information system including provider enrollment,
contract management, prior authorizations, claims
processing, Medicaid rebilling, clinical EDI and NOMS
reporting. Provided technical assistance to providers to
support transition. Designed provider training manuals
and delivered statewide training.
Department of Mental Health, Washington, District of
Columbia
Consultant – Project management and implementation
support of large contract management system including
enrollment, authorizations, claims processing, Medicaid
rebilling and provider electronic claims.
UNI/CARE Systems Inc. – Sarasota, Florida
Was engaged as a senior project manager for several EHR
implementation projects including a multi-state
developmental disabilities agency.
HIPAA-Multi-sites (Ohio, New Mexico, Washington, DC)
Consultant-9 Hospitals, 17 Outpatient Centers -
Performed information technology assessments: developed
technical baseline assessment, performed system reviews,
made recommendations and developed project plans and
educational presentations for management and staff. Led
transition of electronic billing system to HIPAA
compliant standards.
Included 837 and 835 transactions for provider claims
adjudicated by state departments as well as claims
re-billed to Medicaid. Directed the development of
specifications for system changes and testing processes.
Conducted provider technical and billing rule-training
sessions.
Region 2 Behavioral Health Providers of Santa Fe,

Consultant-Responsible for developing MIS capabilities
including preparation of response to request for
proposal, development of operational policies and
procedures for start-up organization, project manager

Ohio Department of Mental Health/Alcohol & Drug
Addiction Services, Columbus, Ohio
Consultant-Implementation support of statewide
behavioral health managed care system (MACSIS).
Responsible for technical documentation, implementation
of help desk process and redesign of new website.
Involved with the HIPAA transaction aspects of this
engagement.
Piedmont Behavioral Health, Concord, NC
Consultant - Project management and implementation
support for implementation of eCura information system.
Development of detailed testing plans, provider training
materials, presentations and functional/technical
specifications. System was designed received and pay
claims data for MH, SA and MRDD provider agencies.
Created the system user documentation and then conducted
the end user training. This project was unique because
prior to this time, Piedmont was a provider agency and
needed to assume a new role as the Local Management
Entity (LME). So this engagement was not only to
implement a new information system, but was also to
assist this client in the redesign and reengineering of
their business processes to function as a payer in a
very complex Medicaid C waiver environment.
Alabama Department of Mental Health, Montgomery, AL
Divisions of Mental Retardation and Substance Abuse (RWJ
Resources for Recovery Project)
Consultant – Provided implementation support for
information system including provider enrollment,
contract management, prior authorizations, claims
processing, Medicaid rebilling, clinical EDI and NOMS
reporting. Provided technical assistance to providers to
support transition. Each division had specific
requirements to meet their business needs and Becky
operated seamlessly between those two parallel projects.
Pitt County Behavioral Health, Greenville, NC
Consultant – Performed assessment of information system
capabilities related to implementation of business plan
to operate as a local management entity (LME) rather
than a provider. This included a detailed evaluation of
the Askesis, PsychConsult provider and MCO products and
recommendations.
