Neilsen Consulting, New Hampshire
Consultant–Part of team conducted technical assessments of twelv e regional private non-profit providers to determine capacity for service system collaboration and integration through Information Technology. Assisted in writing of final report with recommendations for each of the regional providers and the state.

Connecticut Office of Health Care Access, Hartford, CT
Consultant-Organizational and information technology consultant to restructure the agency, evaluate and re-engineer agency functions . Served as Interium Director for Policy, Planning and Research Unit.

Connecticut Board of Parole, Hartford, CT
Consultant-Defined and designed the needs of a case management system for parole officers to track and monitor parolees in the state. System requirements were documented in design specifications that were used in an RFP to obtain new system.

Vermont Department of Developmental and Mental Health Services, VT
Consultant-Defined the requirement s for a behavioral health and developmental disabilities case management system for clients served by the state hospital and private, non-profit providers. Translated this into an RFP, re-organized the MIS division and recruited and selected a Director of MIS.

R e l a t e d   W o r k   E x p e r i e n c e

Connecticut Department of Mental health and Addiction Services, Hartford, CT
Agency Director (CIO) of the Information Services Department-Directed 31- person department responsible for the development, implementation and support of statewide information systems for ten direct care facilities , three regional sites, and one central office. Projects included re-organization of the Information Services department and establishment of teams of MIS Coordinators at each direct care site, implementation of an online information system, connecting the private non-profit mental health providers to the state information system, including a client unduplicating methodology, managed the consolidation of data records resulting from state hospital closures, and developed a custom Court Diversion system, providing case managers direct access to the court system to provide intervention services for mental health clients entering the criminal justice system.

Andersen Consulting, Hartford, CT
Manager, Governmental Division-Responsible for project planning and management, and the evaluation an d implementation of information system solutions and business strategies. Connecticut State Department clients included, Alcohol and Drug Abuse Commission, Department of Mental Health, Workers’ Compensation Commission, Department of Mental Retardation and Department of Transportation.
