Over twenty-five years of Behavioral Health experience:
- Skilled clinician within Community Mental
Health provider agencies and with State Departments of
MH/MR. Clinician with two federally funded projects.
- Independent consultant with state, county and
non-profit agencies using broad skill set to accomplish
a wide array of activities including performing needs
assessment, managing information system selection and
leading design and implementation projects.
- Extensive experience overseeing all aspects
of IT system transformation from writing RFP’s, managing
vendor selection process, contract negotiations,
implementation project management, and working as a
liaison with vendors.

Alabama Department of Mental Health/Mental Retardation, Montgomery,
Alabama
Consultant Project Manager – lead consultant for implementation of Robert Wood
Johnson Foundation Resources for Recovery dual substance abuse/mental
retardation system selection and implementation project, co-wrote RFP for
substance abuse, contract negotiations, addition of mental retardation project,
managing issues list, critical path plan, complex political environment,
creation of work flows, policies and procedure manuals, acceptance testing and
training. Designed provider training manual and delivered state wide provider
training for new system.
Human Services Management Solutions, Pittsburgh, Pennsylvania
Project Manager – Co-managed the implementation of a web based system that
standardized clinical documentation across three non-profit agencies,
established Steering Committee and work teams to reengineer the clinical work
flows, managed issue tracking system. Advised CEOs on system selection and
performed extensive cost analysis on proposed systems.
Adult Mental Health Division, Hawaii Department of Health, Honolulu,
Hawaii
Consultant – Wrote RFP for Managed Care MIS, managed system selection process
and lengthy contract negotiations, drafted Provider Manuals, provided HIPAA
training and orientation to hospital staff.
Saginaw County Community Mental Health Authority, Saginaw, Michigan
Consultant – Wrote RFP for managed care and provider information systems,
designed reorganization to prepare for state bid process, performed analysis of
outsourced contract IS and MCO providers and made recommendations that resulted
in more efficient and effective MCO processes as well improved data accuracy and
timeliness of data.
East Texas Behavioral Health Network, Lufkin, Texas
Subcontractor with TAC, Inc.; provided MIS support for state pilot project;
developed RFP for an information system to support the Network.

National Marketing Director: Managed marketing
activities for application software for behavioral health
organizations, responded to numerous RFP’s; expanded market
share outside California (including Harris County MHMRA)
administered and negotiated new contracts, negotiated annual
maintenance contracts with Users Group, managed and
supervised consulting group
Connecticut Department of Mental Health, Hartford, CT
Executive Assistant to the Commissioner: Managed and
coordinated the Governing Body of the CT Department of
Mental Health; performed oversight function of all DMH
facilities to monitor and improve clinical care, patient
environment and quality assurance activities; provided
technical assistance to DMH facilities in areas related to
JCAHO accreditation and HCFA certification.
Project Manager - Management Information System Project:
managed and coordinated selection and implementation of a
computerized, statewide, patient care information system to
serve all DMH facilities. Principal Investigator for the
Mental Health Statistical Improvement Project (NIMH) grant
to Connecticut.
Mississippi Department of Mental Health (MH & DD),
Jackson, MS
Director, Division of Planning and Program Evaluation &
Director of Quality Assurance: Organized and managed two
divisions to ensure quality of services and accountability
for all of the Department's institutions and contract
agencies, wrote regulations and standards for Medicaid
reimbursable services, developed performance contracting for
community services, implemented statewide case management,
conducted two-year study on all public psychiatric
commitments to examine the quality of documentation of
commitment examinations. Field Instructor for Doctoral
Psychology student in program evaluation at the University
of Mississippi.
