Consultant - Assisted New York Presbyterian
Healthcare Network, Department of Psychiatry (NYPHNDP)

transitional strategy for the hospital’s Behavioral
Health Service Line. Provided planning and technical
assistance to NYPHNDP during their transition from a
custom AS/400 based information system onto New York
Hospitals Eclipsys hospital information system (HIS).
Connecticut Department of Mental Health/ Addiction
Services, Hartford, CT
Consultant - Assisted with the implementation of a
comprehensive behavioral health information system.
Define and manage implementation process for Connecticut
Valley Hospital, redesign operational procedures and
made policy recommendations. Serve on local and
statewide implementation committees. Developed project
plans and monitor staff assignments.
New Mexico Behavioral Health Services Division, Santa
Fe, NM
Consultant - Performed a technical review of
information systems and supporting infrastructure's
ability to support the division’s regional funding plan
initiative. Based on recommendations, assisted in the
development of a request for proposal for a replacement

Consultant - Assisted in the development of a HCFA
ordered corrective action and monitoring plan for the
States 1115A waiver. Working through Dougherty
Management Services, developed a corrective action plan

overall framework and a time line for the Agency’s
ongoing IT planning process; (3) provided the foundation
upon which MHMRA can build unity and teamwork across
diverse program areas in order to make IT and IT

Vice-President/CIO - Information Services: Direct
the MIS operations of a 28,000 member Medicaid HMO.
Coordinate IS projects, set priorities, supervise staff.
Manage the implementation of HSD’s Diamond managed care
information system and System Plus’ Medical Manager
practice management information system. Assigned to
special projects including; 1) a joint venture with New
York Hospital to deliver both behavioral and physical
health care to the SPMI population under a managed care
model and; 2) the formation of an integrated service
network by merging the MIS departments of two Community
Health Centers and WPHSP into a single unit.
Franklin County Alcohol, Drug & Mental Health Board,
Columbus, Ohio
Chief - Information Services: Directed the operation
and development of Franklin County ADAMH Board's UNIX
based information system. Successfully completed the
simultaneous implementation of 54 behavioral health
providers onto a single vendor distributed practice
management information system on schedule and
$180,000.00 under budget (total project budget, $1.3
million). Developed strategic plan to transition from
provider based information system to a managed care
payer system. Formed a MIS working group of seven urban
ADAMH Boards, which led to collaboration on the
formation of a RFP for a statewide managed care
information system.
