Washington D.C.
Interim CIO Support - Provided technical
and operational support to the District’s Service oversight
and care delivery system, including St Elizabeth’s Hospital,
DCCAS, and Department of Mental Health. Made recommendations
regarding system implementations; work-flows; HIPAA Privacy,
TCS and security compliance activities. Assisted in the
development and implementation of revenue maximization
strategies. Project manager for the development of a RFP for
an integrated hospital information system.
New York Presbyterian Hospital, New York, NY
Consultant - Assisted New York Presbyterian
Healthcare Network, Department of Psychiatry (NYPHNDP) with
the development of an information technology transitional
strategy for the hospital’s Behavioral Health Service Line.
Provided planning and technical assistance to NYPHNDP during
their transition from a custom AS/400 based information
system onto New York Hospitals Eclipsys hospital information
system (HIS).
Connecticut Department of Mental Health/ Addiction Services,
Hartford, CT
Consultant - Assisted with the implementation of
a comprehensive behavioral health information system. Define
and manage implementation process for Connecticut Valley
Hospital, redesign operational procedures and made policy
recommendations. Serve on local and statewide implementation
committees. Developed project plans and monitor staff
assignments.
New Mexico Behavioral Health Services Division, Santa Fe, NM
Consultant - Performed a technical review of
information systems and supporting infrastructure's ability
to support the division’s regional funding plan initiative.
Based on recommendations, assisted in the development of a
request for proposal for a replacement behavioral health
information system.
Montana Department of Public Health and Human Services,
Helena, MT
Consultant - Assisted in the development of a
HCFA ordered corrective action and monitoring plan for the
States 1115A waiver. Working through Dougherty Management
Services, developed a corrective action plan and contract
performance criteria for the states contractors, Merit
Behavioral Health and Montana Community Partners.
Massachusetts Division of Medical Assistance, Boston MA
Consultant - Assisted HIPAA Project Management
Office (PMO) with various compliance activities, including
the operational/functional impact of HIPAA on the
development of a new Medicaid Management Information System
(MMIS), Gap analysis and operational impact of the ASC 278
on the Division’s prior authorization unit.
New Hampshire Department of Developmental Disabilities,
Concord, NH
Consultant - Performed information technology
reviews for Agency Area Offices. Developed technical
baseline assessment, performed site reviews, made
recommendations and developed project plans.
U.S. Department of Commerce, Washington, D.C.,
Consultant - National Telecommunication and
Information Administration: Reviewed grant proposals for the
application of technology in public health initiatives under
NTIA’s TIIAP funding program. Made recommendations for
funding or proposal improvements.
Mental Health, Mental Retardation Authority Harris County,
Houston, TX
Project Manager - 5-month review of MHMRA’s
Information Systems, leading to the development of a
comprehensive 24-month Information Technology strategic
plan. Developed work plan: (1) identified specific problem
areas that MHMRA would need to address in order to operate
with maximum effectiveness in the agency’s current and
future environment; (2) established an overall framework and
a time line for the Agency’s ongoing IT planning process;
(3) provided the foundation upon which MHMRA can build unity
and teamwork across diverse program areas in order to make
IT and IT planning an integral part of the Agency’s
operations.

Westchester Prepaid Health Services Plan, Inc.,
Tarrytown, New York
Vice-President/CIO - Information Services: Direct
the MIS operations of a 28,000 member Medicaid HMO.
Coordinate IS projects, set priorities, supervise staff.
Manage the implementation of HSD’s Diamond managed care
information system and System Plus’ Medical Manager practice
management information system. Identified and managed a
project to re-bill claims that recouped over $600,000.00 in
revenues during a two-year period. Assigned to special
projects including; 1) a joint venture with New York
Hospital to deliver both behavioral and physical health care
to the SPMI population under a managed care model and; 2)
the formation of an integrated service network by merging
the MIS departments of two Community Health Centers and
WPHSP into a single unit.
Franklin County Alcohol, Drug & Mental Health Board,
Columbus, Ohio
Chief - Information Services: Directed the
operation and development of Franklin County ADAMH Board's
UNIX based information system. Successfully completed the
simultaneous implementation of 54 behavioral health
providers onto a single vendor distributed practice
management information system on schedule and $180,000.00
under budget (total project budget, $1.3 million). Developed
strategic plan to transition from provider based information
system to a managed care payer system. Formed a MIS working
group of seven urban ADAMH Boards, which led to
collaboration on the formation of a RFP for a statewide
managed care information system.
Central Ohio Medical Group, Columbus Ohio
Director - Information Services: Coordinated the
operation and development of the information systems at six
locations of a 56-physician multi-specialty group practice.
Formulated and implemented policies and procedures to assure
data/system security. Developed and/or approved
